In 2005 the Bloomington Housing Authority completed a Strategic Plan and began to place a concentrated effort into the modernization of its housing stock. Reviewing the physical needs assessment and setting priorities the BHA created a funding plan that required finding resources for identified major renovations, program improvements, management improvements, staff training and regulatory compliance.

The BHA has completed several large capital improvements projects, energy upgrades, infrastructure improvements along with many management improvements. The energy upgrades completed by the BHA have allowed for major utility consumption reductions resulting in additional operating subsidy for operations.

The Capital Fund Program is a grant provided by the U. S. Department of Housing and Urban Development for physical and management improvements, emergency repairs, and regulatory compliance.
